The school learned about the images as early as November 2023 through a state-run tipline, yet officials waited six months before notifying parents or police. During that time, the number of victims grew from an initial few to at least 48 classmates plus 12 other young female acquaintances, with the teens creating 347 AI-generated sexualized images and videos before being stopped.

Lancaster District Attorney Heather Adams identified a critical loophole: schools weren’t legally required to report child-on-child abuse at the time. “This case exemplifies the dark side of modern technology and social media,” Attorney General Sunday said in a statement. “The conduct involved a weaponization of technology to victimize unsuspecting children who had photos online.”

The lawsuit, filed in California federal court, claims xAI “deliberately designed Grok to produce sexually explicit content for financial gain, with no regard for the children and adults who would be harmed by it,” according to attorney Annika K. Martin, who represents the girls.

Research from the Center for Countering Digital Hate adds weight to these allegations, estimating that Grok generated approximately 23,000 images depicting apparent children out of three million sexualized images reviewed. In one analysis, nearly 10% of about 800 Grok Imagine outputs appeared to include CSAM. The lawsuit estimates that “at least thousands of minors” were victimized by Grok-generated CSAM, which was traded in Telegram group chats with hundreds of users.

Beyond Explicit Content: AI’s Broader Impact on Industries

The challenges extend beyond explicit imagery. French music streaming service Deezer reported that over 80% of streams of AI-generated music on its platform are fraudulent, with fraudsters uploading thousands of AI-created songs and using bots to generate artificial plays to collect royalty payments. While AI-generated tracks comprise only about 3% of total streams on Deezer, 85% of these are fraudulent, compared to 8% fraudulent plays across the entire catalog in 2025.

“The fraudsters ‘manage to get a few euros or dollars [per song] and then [by] the end of the month, they make real money,'” Deezer Chief Executive Alexis Lanternier explained. The company detected over 13 million AI-generated tracks in 2025, with 60,000 new AI tracks added daily – equal to 39% of daily intake.

Legal and Regulatory Responses Take Shape

These cases are forcing rapid legal and regulatory evolution. In the Pennsylvania school case, lawmakers are pushing to close the loophole that excused schools from mandatory reporting requirements for child-on-child abuse. Parents of victims are preparing to sue the school after the perpetrators’ sentencing, alleging moral failure and attempting to hold the institution accountable for its delayed response.

Meanwhile, the publishing industry is grappling with its own AI concerns. Hachette Book Group recently decided not to publish the horror novel ‘Shy Girl’ in the United States and will discontinue it in the United Kingdom due to concerns that artificial intelligence was used to generate the text. While author Mia Ballard denies using AI, the incident highlights how industries are developing new sensitivities to AI-generated content.
