Yet the research reveals troubling gaps – just 30% of CIOs have established comprehensive AI governance policies, while more than half haven’t developed organization-wide approaches.
The Infrastructure Bottleneck
Here’s where reality clashes with ambition. While companies rush to deploy AI, the physical and digital infrastructure supporting these systems shows alarming fragility. Cloudflare’s 2025 internet disruptions report documented more than 180 significant outages worldwide, ranging from short localized incidents to multiday nationwide blackouts. The most dramatic failures involved submarine cable cuts, power grid collapses, and technical failures in critical cloud services.
